Please Help..PC running slow no reason found

Ok this is a long post I know but please bare with me and read the whole thing and truly try to help

So this past week.. I decided to format my pc for the first time in atleast 2
years..overall for the specs of my pc ir was running pretty good..recently i ran into a problem though with a windows service that wouldn't run right so I figure what the **** let me format

So I formatted and everything seemed fine at first but then I noticed the pc was kind of sluggish slow response times pretty much in every area whether it be in windows explorer browsing folders or simple right clicking anywhere or even navigating in firefox/page loading times,not actually internet speed

So I tried to figure it out couldn't seem to so I formatted again thinking it
was a fluke well it happened again

Like I said other then minor issues of why ii formatted I was running fine for
atleast 2 years on the same setup of windows and programs

Never got virus and no spyware

So before all of this I bought a new hard drive to replace my other one cause it was older and I wanted to play it safe so yesterday I put that it and started from scratch yet again only to run into the same issues

Last night I used the dell bootup diagnostic utility to run hardware tests and
there were no errors

Now here's the thing in that two years I kno I tweaked a lot of windows settings with programs so who knows what I possibly did to optimize it the way it was

But as far as I can tell there's no physical problem with my pc hardware wise
and def no virus or spyware..I've tried some tweak tool and only like 1 or 2
things run a little better now but like I said response time is still horrible

I don't know what to do that I havnt done I'm no dummy when it comes to fixing most problems

I need this pc working like it was its very important and I can't afford to go
buy another pc that's why I have this one so long to begin with..I'm hoping very soon to get one but until then I need this working like it was please please help me will answer any question and provide more info if needed just please help

Which version of Windows? How did you format the drive?

xp home service pack 2 right now but first format was xp home service pack 3 and the 2nd time was xp pro service pack 3 each time had the problem...with the formats for the original drive i used the format in the windows install full format with the new drive i did that but did the quick option
 
How sluggish are we talking about here?

Scan and repair your systems registry to make sure that it is running correctly without and errors. Also take a look at your processes and see if anything is in the background eating up all your processor speed.

A single processor is going to have a lot more trouble with the new programs that are out today.

You have More then enough RAM but I'm not sure if the RAM is fast enough to load things as fast as you would like.
 
Sounds like there is an update in SP3 that is causing issues with your system. Do you install all updates first before installing SP3?
