Photoshop Error/question

Allright, so I just re-installed my Adobe Photoshop 7. But for some reason whenever I scroll over the file, filters, help, etc. buttons this happens(image below). Ever since I installed Photoshop the same thing has been happening in other programs when scrolling over several of the buttons(file, help, settings, etc). I want to know if it's a software issue or if it's something normal. I'm just wondering if this could cause the system crashes, blue screen errors, etc. If this kind of issue is dangerous and could cause system errors then I have no choice but to reacquire another copy. Thanks.

Well, I know its not a virus. I've checked plenty of times. And if it were a corrupted install..then how come it happens in other programs as well? I mean it's not possible that a corrupted install is behind each one of the programs it happens in, is it? I mean, as long as it's not dangerous then I guess it's ok. I just dont want to see any bluescreens or other bad errors appearing because of this.
