Photo at logon, logoff, taskmanager

I have a laptop running 2000 pro that has a picture that appears after logon, when you logoff, or when you Ctrl, Alt, Del to get to Task Manager. Its not the background pic, and only appears for a few moments at logon and logoff.

How can I get rid of it?

I guessing the tech that had the computer before may have made some registry changes?

Any ideas?
