personnel ad placeing software

Hello all I am asking you all a real important question. I have a client that wants to have a website that people choose a state then a city they want then from there they pick on lets say family then pick graduation. From there they can pick and picture that is already on the server or can upload there own and also put there message there. then place there "ad". Is there a program or script that does this and if so where can I get it? He would also like it where the client can mange there ads in a control panel and the admin has his own CP where he can see all ads and edit/deleat them if he has to. Please help me out if possible.
