Password recovery?

So my friend used this program at www.loginrecovery.com

It's a bootable ISO and it gives what looks like an encrypted code which you then enter on their website which is free if you wait a few days for them to "process". My question is, does Windows encrypt it's passwords or does this program just do that to make you spend the money for the instant processing?

This is what the password looks like, can anyone decode this or show me something that can? We need this password ASAP.
