So, if I installed Windows 7 on my second hard drive and restarted my computer, I would have the choice to pick which hard drive (or operating system) to use?

Yes. I have Vista and Win7 on partitions (different logical drives), and can choose at boot which to load. Separate hard drives work the same way.
