Page File to small?

Ok, so I read about paging files etc etc.. Now I have 1 gghz ram.. why is it my peak walue keeps exceeding my total amount? Everytime i open up a program.. for instance winamp, imesh etc etc.. my cpu usage shoots to 100. You can see when the total commit charge reaches peak the cpu shoots sky high. Other then that its fine. I tried messing with the page file , setting it to reccommended settings, but it stil passes peak value. Am i doing somthing wrong? Is my memory shot? I have a intel celeron 2.8 gghz (i know its junk) but still, small programs like imesh and or winamp shouldnt run the cpu that hard. I must be missing somthing. I had set page file to 2-1534, then i changed it to 1520 -1534, and it still ran to 100% and passed peak value. WTF!
