Is overclocking permanent?

Are OC clock rates stored in the components memory or will the components just appear OCed on the machine you overclocked them on?

In other words can you sell a home-OCed graphics card listing the OC clock speed?
 
The card will be overclocked by software on your computer. If you are selling the whole computer with OS in tact then yes. If you are just selling the card, as soon as it is installed in a new computer it will return to stock speeds.
 
As for cpus no, its done in the bios software.
Most gpus are software oc though, so unless the softwares running, the card isn't overclocked.
With GPUs though, you can flash an oc into a gpus bios.. basically like the manufactuers do for their 2 or 3 models of a card.
 
Alright thanks. So does that mean I have to keep, for example, Rivatuner, to load at startup in order to keep the OC settings?

I think thats how I lost mine, by disabling Rivatuner from MSconfig.
