Outlook plugin that helps with junk email?

I keep getting complained at by people that they get to much junk email. I don't have any problems with it, but they get tons of it. No matter what I tell them they won't listen to my reccomendations. So, does anyone know of a program that makes a sender authenticate themselves before mail is accepted? That would build a whitelist based on what I put in there and from what is authenticated?

cant you just block the spam? is this on an exchange server?

Yes, Exchange 2003. No I've got the filters up as high as they go. I don't have ANY problems with the junk email. It's mainly the computer illiterate people who sing up for everything and use a real email.
