outlook 2003 file attach location

I want to know where the setting is to make outlook 2003 go to the last file you edited, or created as a default location. This is for a work notebook, I recently got a new one (identical to the old one) and this feature has gone away. I used to be able to create a file, go to outlook to email it, and when i hit attach the last file I created or edited was at the top of the list as well as the folder it was in.
