I'm having an issue with setting up distribution lists that can be shared amongst certain users. What we want to be able to do is keep a list of e-mails that can be modified independently of our global address list (GAL), which only consists of employee addresses.

I'm pretty sure this is a three-step process:

- Create the DL and specify access rights on the Exchange Active Directory.
- Wait until the DL is viewable from Contacts
- Add/Remove Contacts from the DL

I've done the first two, so here is the problem with the third: When the user goes to modify the DL, he/she cannot add contacts from the Local Outlook Address Book, only our GAL is available.

I'm still searching around for answers, but I've seen a couple of results come back with reference to a "Message Queuing" Service that I have not been able to find on our server. Is that what I should be looking for, or was I on the right track before?
