Options of phone and modem doesn't open

I have the following problem in Windows XP SP2, Portuguese.
The problem is opening the control panel item "Opções de telefone e modem" that I'm no sure how no say in English, I'll try "Options of phone and modem".

Options of telephone and modem ' open and always give this reply to me: "Options of telephone and modem' in the control panel are not Possible to open the item '. The telephone service can have occurred a problem when initiating." Already I made of everything. You have some tip to test?

The portuguese version of the problem is this:
"Opções de telefone e modem
Não é Possível abrir o item ‘opções de telefone e modem' no painel de controlo. Pode ter ocorrido um problema ao iniciar o serviço telefónico."

open system properties in control panel and click hardware tab, open device manager. find your modem, double click it to see if any conflicts exist.
