Win 7 64-bit, using default IE8. I have gone through the entire troubleshooting page...
You do not have administrative privileges for this computer. If you want to install Office updates, please contact your system administrator.
I am the administrator and am running IE as the administrator.
You clicked the No button in a security dialog box that appeared while the control was loading. Be sure to click Yes in the security dialog boxes that may appear.
Never got anything to click "no" in.
You are using a 64-bit version of Microsoft Internet Explorer; this program is currently not supported, but you can switch to a 32-bit version of the browser.
I've tried in both 32-bit and 64-bit.
There may be a problem with the caching mechanism in Microsoft Internet Explorer. Use the following steps to clear the cache in Internet Explorer:
On the Tools menu, click Internet Options.
On the General tab, click the Delete Files button.
Click the Delete all offline content check box, and then click OK. (Depending on the size of your cache, it may take several minutes for your cache to empty.)
Click OK when the process is done.
Yep, done that.
Your Internet Explorer security settings may be set to disable the running of signed Active X controls. To avoid lowering the security level for your regular Internet browsing, you can include the Microsoft Office Online Web site as a trusted site in Internet Explorer:
On the Tools menu, click Internet Options and then click the Security tab.
In the Select a Web content zone section, click the Trusted sites icon.
Click the Sites button.
Clear the Require server verification (https:) for all sites in this zone check box.
In the Add this Web site to the zone text box, enter the Internet address http://office.microsoft.com, and then click the Add button.
Click OK, and then close the Internet Options dialog box.
Done that, too.
Search for Office updates in the Office Download Catalog
This fails every time. The download times out like MS's servers are not working.

The Knowledge Base is more than useless on this one. Any help would be appreciated. :D
 
Have you tried to unlock the Admin account and use that?
 
"Net user administrator /active:yes" in an elevated CMD prompt, right?
 
Yeah that will work. as will secpol.msc in the search field in the start menu. Can also just read the whole topic about Admin rights in Vista/Win7 that is in the index as well. :p
