I have a 1 TB (internal) hard disk that's pretty much used up. I have 60 GB available.

I installed a program called TreeSize to show me where my biggest folders and subfolders are so I could move them to my external drive. So far so good.

The problem is that the biggest folder it showed me was System Volume Information, 425 GB, right in my C drive. Unless I'm mistaken this is a backup folder? My backups should be getting done on my External drive.

Basically I'd like to figure out if its OK to delete this whole thing, and if so, how.

If I goto Backup and Restore in Control Panel then Manage Space there's no mention of the C drive, only H (external). If I click on View Backups it shows only a recent one, Oct onwards, and that's all on the external.

I'm running Windows 7.

Could be Shadow Copies, System Restore points, Recycle bin...usually those are the things in the "System Volume Info".
