In XPpro SP2 I had installed NSWP 2005 and found that on opening the Unerase Protection was always off. It could be enabled from "Services" but on reboot it reverted to "off"
I spent ages tryng to get a solution from Symantec and got nowhere.
Finally, after much thought, I worked out it must be a fault with the XP Prefetcher and in Registry found HKEY_ LOCAL_MACHINE\SYSTEMS\CurrentControlSet\Control\Session Manager\Memory Management\PrefetchParameters\Enable Prefetcher. It was set to 0 so reset it to 1 (later it became 3)
and Unerase Protection was the "on".
Symantec have requested I advise them as to what I have done, saying that they have had other similar complaints but not able to offer a solution.
