Norton Internet security

I bought the Norton internet security suit with the password manager packaged in. My computer has 4 user accounts which are normally all logged in at the same time and it runs Norton's firewall, antivirus, and password manager 4 times(one for each account). Is there anyway that i can set it to only start once on the master account(mine) so that it doesnt slow my computer down so much?
On average i probably have 75-80 programs running under the task manager b/c of so many users. Is there a program or something that i can get that will do the same for all of the start up programs becuase my computer has slowed down to a crawl.

two more thngs:
1) My cpu usage is constantly between 4-10% when the computer is sitting idle. What can i do to cut it down to 0%? It saiys that the system idle process is taking 96% of the cpu usage out of the 4-10%
2)my PF usage is 473 mb what is that?

to get the CPU usage down, you cant have norton running. Its a memory pig.

Don't worry about the System Idle process. What are the processes taking up the 4-10%?
