Nokia 3530 PC utility

Is there a functional (even shareware as long as basic features are activated) PC cellphone utility out there that lets the user upload gifs, ringtones, and even Java applications from the PC to Nokia 3530? if there is what is it and where can it be downloaded?

i think the nokia website has one for certain phones

you need a cable to connect the phone up unless your computer has an infrared reciever
