No Windows XP Repair Feature

I've noticed that on some Harddrives when you stick in the Windows XP CD, and get to the existing partion screen there is no repair feature, any reason why ?

does the hdd have an existing os on it?

The repair feature is kinda hidden. You have to start an installation. from there it will give you the EULA. Hit F8 to accept. Then it will say it found a installation of XP already on the machine. There it should give the option to repair the OS.
