Default no icons or start bar on desktop. HELP

Hello and good evening to you all.
As the title in my first post on this site suggest's ........ I have NO icons nor start bar AT ALL on my desk top PC. I have searched the net for a cure and reason as to hwy this is but alas to no avail. I have tried too many ad/spy/virus scans to count and the problem is still here. During the scans I did detect a few virus's and such but every time I re-boot all I get is a blank screnn (with my background pic). If I hit ctrl-alt-del I can run my programs from the task manager box okay.

Any suggestions as what might be the problem???????? Its driving my crazzzzzzzzzzzzzzzy

Thank you guys...
