So when I open the start menu (Windows XP) EVERY TIME it has that little bubble that says "New programs installed." no matter what I do. How do I get rid of it!?
what did you install? just go into the start menu and click on whatever is highlighted as a newly installed program... once you get rid of all the highlights that bubble should go away...
Right click on the taskbar, go to the properties, go to the Start Menu tab, click customise, click the avanced tab, and you can disable it in the start menu settings at the top.
