The bootdisk you downloaded is "bootable", which means your computer can boot from IT rather than your hard drive.
Put the floppy in the drive and turn your cpu on. If your hard drive, and cd drive are both not working, it should look to the floppy as a last resort for a boot device. If not, you need to get into your bios and set the boot order to boot from the floppy first.
