not sure exactly what you mean.
Basically, MySql is installed on a server (ie. whoever hosts your website) or you can install it on a computer.
Then you want to use something like phpMyAdmin to administer the mysql database.
With phpMyAdmin, you can create your database, and then within that database is where you create your tables... and all you need is a simple text editor (ie. notepad).
For example, here is a table that I would drop into phpMyAdmin:
CREATE TABLE admin
user_id BIGINT auto_increment primary key,
admin_name VARCHAR(25) not null,
admin_psswd VARCHAR(25) not null);
