Default MSConfig problems

When I bt my computer I can't run msconfig, regedit, cmd, command, task manager and this kind of things.
sometimes I see them appear but immidiately disappear after less then a second.
If I start my computer on safe mode and go to startup on msconfig I see this things checked-

nvraidservice
ccapp
usrprmpt
gsicon.exe
dslagent
winocx
winocx (appears twice)
msmsgs

I uncheck al of them excpet the first three and then reboot and then I can run MSConfg and all f this things but after A few minutes this probles comes back.
Any guesses?

Creates copies of REGEDIT, MSCONFIG and Task Manager

Why not just reload the operating system and save yourself a headache?

you don't understand.
when I reboot to safe mode and uncheck this things and then reboot to normal mode then after A few minutes I again can't run MSConfig and the others.
I can't rebot every 15 minutes

BTW
I found out that that what bugs me is the "WINOCX" and when I remove it from the MSCONFIG this probem desn't come back fr a while
someone knows how to delete it from the copmuter completey?
