Microsoft .net framwork 1.1 and 2.0 beta are installed on there just fine. It's been a while since I installed them but I can't remember getting any error messages.
mscoree.dll
look for that file, cut it from its directory and paste it to your desktop, you might need to do it in safemode, after you do that, try to install again andif it does the same, put it back in the same directoy you got it from. It should be in C:\windows\system32

moving the mscoree.dll file did the trick. Thanks for all the help.
