Default Moving shutdown,restart,standby icons, how?

As title please.

Been looking through a mamouth post(desktop screens) just now and on someones pic they posted they have the shutdown, restart,standby buttons just sat above the start button, how do you do this.
See pic to know exactly what i mean:

Inside the red circle is where the 3buttons were

it must be either a program you download, or a registry tweak.

Thanks but ive had a look on that site and the only thing that i can see is a walk through that puts them onto the "quick launch" thing but nothing saying how to make the icons hover above the start button.

Oh, that's the one you were talking about?

It is a widget from Konfabulator, now know as Yahoo! Widget Engine. The program, as well as the widget, is free.

I thought you were talikng about my last desktop I posted...
