Default Moving Programs to new OS

My friend needs help with a problem. He wants to save all of his programs he has and all the media files he has (videos, music, etc.) and transfer to them to a different OS (Windows XP Pro)

I am thinking he can move his folders in "Program Files" and back up his registry and transfer those files to his 500gig external hard drive and then put them on his new OS, Windows XP Pro.

I am unsure if this will work though. Is there an alternate way to do so if possible? If he can do what I say and back up his entire registry, what method or program can he use to back up his entire registry?
