mmc visual c++ error

i can't openan mmc. i tried to fix this by reinstalling windows but the error still remains. I've tried downloading vcredist.exe but it won't run.

Vcredist.exe installs the latest run-time components for Visual C++ applications

do you get an error when it tries to run or does it just open than vanish?
Also, can you try to run a 16bit app?
There was a hotfix KB840987 that has fixed a ton of problems like this for me. it reinstalls the cmd prompt .exe's and .dll's

if you can't find it to try, let me know. I can post it somewhere for you.
