MMC help??

Hey guys I am having a minor problem with my MMC and my registry. See I programmed the PC to come up with a legal notice that says "This PC is for home use only" to see if it would work. This is supposed to come up when people logon but it doesn't come up for me?? I checked the registry and the code is there but I don't understand why it wouldn't work. Plus these 2 codes don't have anything after their names like reg SZ or something like that they just have their name and that's it It doesn't work. Please help me.

Wait guys! I solved it. The template wasn't part of a data base. So I added it and got a few problems. Due to this being my mum's PC I can't have a login screen that says Other User and Fingerprint. SO I had to do a restore and restore it back to the original home screen which has all the user accounts and fingerprint listed.
