Default Missing or Corrupt Files

Just wondering what is the best way to go about fixing a PC that won't boot because it's either missing or has a corrupted boot files. I have been working on many PC's and have experienced this problem, and am wondering what is the best way to fix them without re-installing windows.
Is the Recovery Console the solution????

I think it is, because when you type help you can see all your options, like fixboot-bootcfg-fixmbr.

If it is not your PC then the simplest way is to format and reinstall.

best way is to copy over top, what knida file?
