missing config file/cant boot from cd

my cousins computer started freezing and crashing while plaing bf2. he swithed graphics cards then on startup it told him he was missing a windows config file. i told him to try the old graphics card just for kicks but still no startup. then we tried booting from his windows cd but it wont. it goes to the screen informing us of the missing file and that we can try to repair with the windows cd. his cd-rom is #1 on the boot order...in fact we took the hard drive off the boot order all together, but it still wont boot from the cd. any ideas?
 
My advice would be to try a bootdisk along the lines of sbootmgr. (Google it to download it.)

I have a pesky PC that will only boot from certain CD's. Never took the time to figure out just why, I will most likely retire the PC since I only use it as a firewall. Anyway!

The bootdisk mentioned above will "force" the PC to boot from whatever media is attached to it. That's not the technical term for it, but you get the idea.

Oh yeah, you'll need a floppy drive for that to work.
