Microsoft Outlook 2003 - Emails staying in outbox - but are being sent

i have a client that sends webpages via email, after they hit send it stays in the outbox. They know that the recipient recieves the email as they have checked, but it does not go to the sent items. They can delete it fine, but they are just getting annoyed at the fact they dont know if it has really gone out or not unless they call the person that they sent it to.
I have tested this and i have the same problem. But even if i create the email, then close without saving, it still stays in my outbox, and has a sent date, even though it has not been sent, or saved.

Can anyone shed and light on this?
