maximising windows problems

a friend of mine has a problem:

"when i open windows up from scratch they open saying that they are maximised, and they are full screen. however, they are not "Proper" full screen because there is an annoying blue border around the edge as if i have dragged the window out to become full screen. if i "restore" and then "maximise" again, the window becomes maximized properly (no more blue border) however this has to be done every time i open a program."

any ideas?

can you post a screen shot, I think I know what you are talking about...

when it is maximized, hit the f11 key once and it should go back, then close it and reopen it

as you can see, it is maximised, but still has the blue bar around the edge.

EDIT: he has worked out that it only does it with 'nview' on, but it did not do it before when he had nview, it just suddenly started doing it without him changing anything.
