Default Making Wallpapers password protected?

Is there anyway to password protect the wallpaper, so that only I can change it. (aka, my annoying sibling keeps changing it to digimon)

One of the few ways I've found to do it is to make the Internet Explorer wallpaper.bmp Read-Only.

It would keep them from changing it if they're on a non-administrator profile. Or at least it would slow them down.
