Default Major Problem Reformat

HI all ive been having major problems lately on trying to reformat my athlon xp 2200.
Id click start, run, format c:
They would say are you sure and all so i put in Y
then it say it has to dismount a volume or something and i put in Y
after that nothing happens and i cant seem to reformat my computer.... When i use to xp disk that wont work either....Any ideas on how to reformat it? Oh and i already tried my computer and right clicking C harddrive and reformatting but wont work . Any help or ideas would be nice ty.

If your computer is running off the C: drive, then you cannot format it while you are running the OS off that drive.

When you try to install Windows XP, isn't there an option to reformat before you install?
