Default limit users allowed to use specific software

I am an administrator. I have 10 licenses for photoshop and 50 users. I want to put photoshop on all the users computers but only allow 10 uers to access their software at a time by sending them to the client server to recieve permission (or be denied). I just want to do that ONE thing.

Is this possible with microsoft XP or 2000 server or 2003 server? What is the process called?
