Laptop not working

I have a Lenovo laptop with Windows 10 installed and when I booted it up, there was an error saying a login error has occurred and my desktop wouldn't load up the taskbar items and start menu wouldn't respond. I turned it off then reset the pc through the login screen by holding Shift and clicking Restart. It went through the process and now when I login, it loads>Starts the desktop with a black screen>and flashes off and on and nothing is accessible. What should I do?

Reinstall clean Windows, it is the only way to repair in this case.
