Go into bios and disable the splash screen. then see if the screen tells you anything, like memory check etc.

no errors the computer just keeps rebooting before it gets to the windows xp splash screen

Then it's time to boot to your xp cd recovery console and check things out. like bootcfg /scan

Buit i think it may be a hardware problem tho dont you think so
casue when i change the slot that the ram is on it sometimes wont boot at all or will let me log in then give me a error or it will just loop at the windows splash screen

i also get this error when i turn my machine on
Serial precense detect (spd) missing data missing inconclusive

something like that

I'm just saying to use a boot disk to see if it recognizes the drive and go from there.

i wont it just reboots again
the computer is just stuck in a loop and i cant fix it
could it be the mother board

since you finally mentioned the error now you need to be in the hardware forum.

I'm not much on hardware but I would go by process of elimination. like pci cards
