did you install XP over another OS ?
Did you reformat your HD prior to the installation ?

C: is files
D: is XP

XP is the only OS on the drives, but windows also thinks their's another windows OS on C: and gives me a windows bootloader. Their never has and never will be an OS on C: (files harddrive)

sounds like you installed it to the D:
Not sure what the problem is.
Did you have the "files" there before XP ?

rename the D first to something not used.
Then change the C: to D: and then the newly rename (old) D to C:

Try to modify the drive letter through My Computer instead of Computer Management. *Don't forget to unshare it.*
