Installing Windows with USB problems

First off, the whole process comes from this site:
Install Windows XP From USB Flash Drive Part-II
Trying to install Windows XP Home Edition on an older laptop I just got.
It has Windows 2000 on it but a lot of features don't work, it will only run 16-bit color, sound doesn't work, wo rather than trying to fix it all and go through all the current files, I just want to format it and reinstall a new version.
The laptop's specs are:
18Gb HDD
1.73GHz Intel Pentium processor
1Gb Ram

If you need anymore information, let me know.
It doesnt have a working CD drive so I tried doing the process with a flash drive (8Gb SanDisk) using PeToUSB and BootSect as said in the link I provided. I get to the point where PeToUSB formats the flash drive,when I try this, I get an error message saying the operation couldn't be completed.
From there I went to My Computer and formatted the flash drive from there and continued the process. When I finish everything and go to try to boot up the laptop with my flash drive, it just says "Disk error Press any key to restart"

Any Ideas here?
