initialization error 101

I am attempting to reinstall a program and am receiving a "setup is unable to find a hard disc location to store temporary files" error "make at least 0kb of disc space available and try running windows setup again"

Never had this problem before.
currently there is 35GB of free space.
Windows XP.

What might be hanging this thing up?

One thing that will hamper restalling softwares is traces of an earlier installation still remaining and being loaded. The installer is most likely running into that problem where you will first clean all traces of it off the drive and any remaining registry values still trying to load things. With a new temp folder created for this and the custom install option if available you might avoid the manual steps needed to remove the previous.
