I cannot access registry or add/remove program being administrator on Win2k3

I am in serious trouble, I have win2k3 server and even logged in as administrator I cannot install any program.

when i just login to server as administrator pop up windows appears saying
cannot find script file "C:\Windows\system32\boot.vbs."


and when I go to add/remove program from CP another pop up pops up and says

The program cannot start, probably because your user account does not have permission to modify the system registry.

please help..

I did run Norton Corporate AV, Adaware, stinger and still I cannot install any program

and on the application Event log it says

Windows cannot create registry key Software\Microsoft\Windows\CurrentVersion\Group Policy. (Access is denied. ).

I moved your hijack log to the right area.

If the GPO can start then there is somethign wrong. Bruce already posted somethign about a Trojan that the server has. Also check this:

oobechk.exe

That is for Server out of box UI. Could be that is causing this as well.
