how to turn off sharing completely

how to turn off file sharing in vista.I know how to do this, but the sharing icon keeps coming back on.Its only happening when i save a new picture, i dont think any other files are being shared.All things in network and sharing are off apart from password protected sharing.

thanks mate, I have noticed this name in the share properties " _ISW_RESTRICTED_GROUP" says co-owner ihave never seen this before.
