Default How To Remove Shutdown In Vista?

how do u remove the shutdown button only for users? i went to the group policy but it applies to all users. how do u exclude administrators so they can only shutdown but not for other users?

win key and r
"group policy"
go to - "user configuration" - go to - "administrative templates" - go to "start menu and taskbar"
Look for “remove and prevent access to shutdown command”
17 down on my list...double click it, click enable....exit

yeah i know that but i only want it to apply for other users except administrators

i think you just have to do that for each terminal/station/cpu, not sure if you were looking for a batch or script to automate
