How do I remove administrator privledges

I purchased a custom box running xp professional for my son. This was previously owned by a health care company and the administrative privledges are locked....could anyone help me figure out how to remove the password protection. I can't even defrag the drive and my cpu is running at 80% usuage. Im lost and need direction ------ please help!! Thanks
