How to detect that non-resumable downloads are complete while the resumable downloads are in progress

How to detect that non-resumable downloads are complete while the resumable downloads are in progress eg. in JDownloader,IDM etc by the use of automation softwares eg:
Automation Anywhere Server - Automation Anywhere
AutoIT - AutoIt
AutoHotKey - AutoHotkey
Jitbit Macro Recorder
WinAutomation


HERE IS THE USAGE SCENARIO:
I have long download queues in JDownloader, Mipony, IDM, DFFM, FRD etc.
I want to the computer to be restarted 4 times a day for the purpose of power cycling both the OS & Router.
Restart should occur after non-resumable downloads are complete & resumable downloads are paused.
I do not want to be bothered in any way - captcha recognition is not an issue.


I will be using Team Viewer to remote control my PC.
