how to change to mp3 file format

I am wondering how can I change the other file format like mpeg,wav and blah.. blah file format to mp3 format? is there any software or we can do manually?

There are mp3 converters out there, and certain media players do it aswell. I know Mucismatch does. I think if you install the ripping/buring features of WinAMP you can do it. But search google for an mp3 converter.
