No it is not. They were right to say GParted. All you have to do is read the Tutorials provided on site.

It can be done. It will be a long process. But it can be done with minimal effort. It is not just like adding space. Windows puts files at the end of the drive, so it will have to move files around even to add space. So to add 200GB to the first partition and remove it from the other can take upwards of 5-7 hours to complete the process. The only other way to do it quicker is to backup everything, delete your partitions and recreate them the size you want.
But simply put, it can be done without such extremes if you are willing to sacrifice time.
