Horizontal lines in certain program windows

Alright so basically, when I load up Adobe Photoshop, Flash CSx I get these odd horizontal transparency lines throughout the whole window, but JUST in that window, it also does this with the Unreal Development Kit.

It looks like Adobe is having issues with your GFX card or drivers. Do you have the latest drivers installed? do you have the latest version of the DX9 Runtimes installed?
 
Yes, everything is up to date.

It doesn't only do it in Adobe, it also does it with ""Unreal Development Kit""

I absolutely can not figure it out. It's not the monitor cause I've switched it out.
 
Anyone know? I really need to get this fixed ASAP, I've been searching for about a month now. Would it have anything to do with ".NET Framework"?
 
Well if you switched the monitor and it doesnt help, have you tried a different video card? Maybe your card is damaged from heat or something else and this is what is happening with graphic intense programs?
 
Well it runs fine with Battlefield as well as Team Fotress 2, even Call of Duty 4, the only programs it's messed up on is with CS5 and UDK. I just switched OS' right now, seeing if maybe possibly that was the prob
 
Ok so, the problem is my GPU, is there any way to fix this? :/ I can't afford to get a new one. So is there ANY way to fix this.

Maybe a way to just have 2 GPU's installed and be able to switch between the 2?

It is in fact NOT the graphics card. It still did the same thing using a different card.

They're odd horizontal opaque lines throughout the application(s).
