Yes, it is normal on XP as well, some programs will need to use the pagefile, if you look you will notice that vista loads most programs and processes into the RAM, but it will also load some other things into the "pagefile" if you use the program part of the time, or processes that are not neccesary and doesn't require loads of resources.
