Highlighted Desktop Icons

How do I set it so that my desktop icons are always highlighted "blue". My old computer does this, so that you can see the names on lighter wallpapers, but I forgot how to do this.

right click on my computer, click properties, goto the advanced tab, click settings under performance, scroll down the list till you find "Use drop shadows for icon labels on the desktop" and uncheck it..
